Digerati
Enrique Dans talks about a new Digital Divide, he talks about the digerati or elite that is to the last one in new solutions and techniques and about the easiness that have, due to its means and training, of learning more and more quickly. Therefore the distance that separates them from those that do a passive use of the new technologies increases every time more.
We can transfer this concept to the public administrations. There is a group of them that we could consider them the digerati of the public administration. There are public organizations that are implementing new solutions, which they work elbow to elbow with the private sector to improve the solutions that they can supply them with. There are administrations that have the conviction that the ICT's will help them obtain a better management, more effective and more efficient. There are administrations that have incorporated as I objectivize to give a better service the citizen, to orientate everything to it and to its necessities. These administrations improve to enlarged steps and even if the rest also improve and implement new solutions the distance between them also increases and consequently the welfare of its citizens is increased to a minor rate that those of the elite
